Services

Community Services Block Grant (CSBG) - Provides core funding to KCEOC to be a community action agency. The funding is used to support projects of self sufficiency, economic development, community participation, job training and education. It provides the basis for all programs operated by KCEOC.

One Stop Services - Pre-applications and applications for KCEOC’s programs including Head Start and Weatherization, are taken at 435 Court Square in Barbourville. Applications for all programs the Agency offers are also taken at the main office.

Child Development

Head Start - This is a comprehensive child development program for children. Services include: educational assessment and development; nutrition, health and health related assessment, treatment and follow-up; parental involvement in the classroom, policy making, training, and adult education' and supportive services to families and referrals to other providers. In addition, children with special needs are placed in group learning environments. Children with needs often learn better with other children than in a separate group. Head Start offers the classroom, center-based programs as well as the home-based program KCEOC operates Head Start in Knox, Clay and Harlan Counties. Volunteers are welcome and are an integral part of the daily and special operations of the Head Start.

Options:

  • Full Day (Knox, Harlan and Clay counties): you provide your child with transportation to school 5 days a week. This option is offered to families employed or in school full time.
  • Home Base (Knox and Harlan counties): a teacher comes to your home 1 ˝ hours, one day a week. Twice a month, you and your child will attend group socializations.
  • Center Base Option (Knox, Clay, and Harlan): your child will ride a school bus to Head Start center, 4 days a week, 3 ˝ hours per day.

Early Head Start - is a federally funded, community based program for families with infants, toddlers, and pregnant women. The Early Head Start mission is simple: to promote healthy prenatal outcomes, enhance the development of very young children, and promote healthy family functioning. Early Head Start offers an opportunity to enhance cognitive, physical, social, and emotional development in the home or center-based environment. KCEOC operates Early Head Start in Clay, Harlan, Jackson, Knox, Laurel, and Rockcastle Counties. Volunteers are welcome and are an integral part of the daily and special operations of the Early Head Start.

Crafts and Economic Development

Kentucky Communities Crafts - (KCC) markets Kentucky crafts through the Log Cabin Shops located at KCEOC and in shops throughout the Commonwealth. KCC offers a range of crafting classes. A workshop, to provide hands-on experience, is equipped with crafting tools and is available for use by the public.

Village Shop Fudge - offers fresh, homemade fudge and is available by mail order and Kentucky Communities Crafts. 15 different flavors are available. Watch for holiday promotions.

Emergency Services

Emergency Food (FEMA) - this program provides emergency food for eligible households that are temporarily without food.

Emergency Fund Service, Inc.: (EFSI) - encourages self-sufficiency by providing the opportunity to earn small amounts of emergency money in exchange for volunteer service. EFSI operates the Appalachian Mountain Lore, a crafts workshop where members of the community volunteer in exchange for emergency loans. The crafts made at the workshop are resold to support the loan program.

Low-Income Home Energy Assistance Program (LIHEAP) - provides energy assistance to eligible applicants with heating resources during the winter months. Funding dollars (resources) are determined yearly and provided based on eligibility guidelines.

Project Winter Care - Winter Care assists eligible families with heating cost assistance by resorting or maintaining the energy sources to their home. Private citizens make donations by adding a few dollars to their utility bill each month. The donations supply the funding for Winter care. KCEOC works with local utility companies and applicants until a financial arrangement is agreed upon so families are not without a heating source.

Women’s Emergency Support Center – Provides temporary shelter for homeless women with children who fall under the McKinney Act guidelines for the homeless assistance. The shelter has a capacity of seventeen. The shelter provides meals, clothing, and other basic need items. Life skills workshops are offered through partnerships with local providers. Case management, transportation, and computer education is provided through the SKHHA.

Housing

All projects have been accomplished as a result of financial assistance from Kentucky Housing Corporation and the United States department of Housing and Urban Development.

Apartment Rentals - KCEOC manages 58 units in Knox County, with 40% of those reserved for the elderly, disabled, or low-income.

Community Housing Development Organization (CHDO) - KCEOC was designed as a Community Housing Development Organization (CHDO) in June of 1999. The designation opened doors to funding resources that will allow KCEOC to provide homeownership opportunities to low-income households in Knox County.

Homeowner Rehabilitation Program - Provides home repair and rehabilitation through the use of grant funding and work group collaborations; both moderate and substantial rehabilitation projects are undertaken.

Housing Development Program - this program is designed to provide homeownership opportunities to low-income households in Knox County. Through this program, KCEOC constructs homes. Various resources are combined to make the homes affordable for low-income recipients.

Housing Counselors – this housing program is designed to inform, educate and prepare individuals for homeownership. KCEOC has four Kentucky Housing Corporation (KHC) certified counselors on staff.

Southeast Kentucky Housing and Homeless Alliance (SKHHA) – SKHHA was formed through the collaborative efforts of KCEOC, Corbin United Effort (Corbin), Emergency Christian Ministries (Williamsburg), and Interfaith of Bell County (Pineville). The program provides comprehensive case management, transportation, and computer education to the homeless community.

Tenant Based Rental Assistance - Provides rental security deposits only, or a combination of rental security and utility deposit assistance to low-income individuals.

Weatherization - assists eligible households in reducing their energy cost by providing weatherizing maintenance to their homes. Weatherizing includes, but is not limited to services such as weather stripping, insulating, checking heating systems and sources of air infiltration, heating systems diagnostics, and repairing doors. Priority is given to elderly and disabled persons households.


Associated Programs

Tax Counseling for the Elderly (TCE) – The TCE program assists low-income eligible persons in tax preparation in Knox, Laurel, Bell, Jackson, Clay, Rockcastle, Whitley, Harlan and Perry counties. The TCE program is funding by the Internal Revenue Service and operated by KCEOC and volunteers. The program runs through tax season. To volunteer or to have your taxes prepared contact KCEOC main office.

Summer Feeding Program KCEOC Summer Food program is a USDA sponsored program that provides a meal during normal lunch hours for children. The lunches are served through out the summer and are delivered to strategically placed sites across Knox County.

KCEOC Aquatic Club - KAC is a registered USS Swim Team and a member of Kentucky Swimming. The Club is open to all ages and swimming abilities.

Kentucky Steel Framed Homes - KCEOC is a distributor of quality, energy efficient, attractive home packages with a strong, safe framework that is built to last. Because of the unique properties of steel, the homes provide added protection from mold, termites, and natural disasters including tornadoes, earthquakes, fires, and hurricanes.

Affiliated Programs

In the continuing effort to provide a "one stop shop" experience, the following program is housed at KCEOC but is not operated by the agency.

Small Business Outreach – Provides opportunities for Small Business Administrations (SBA) Representatives to address the meeting or workshop needs to small business owners or the new entrepreneurs. KCEOC maintains working relationships with Business Development Organizations in the area for referrals and seminars programs based on needs. Maintain a small library of SBA information; and Regional Resources information.

Meeting Space Available - Conference Room A (18), Conference Room B (12), and Community Room (85-100).

Ken-Ducky Derby - An annual fund raiser involving a race of little rubber "duckies", a lazy river at the Barbourville Water Park and a lot of fun and participation for the entire community.
