KCEOC Community Action Partnership,  has been serving the residents of southeastern Kentucky since 1964. Since then, the Agency has served thousands of individuals and families, assisting them in their struggle to overcome the barriers associated with poverty.
       Primarily a one county agency, KCEOC has operated Head Start Programs in Knox County since 1965. The Agency also operates Energy, Housing, Arts and Crafts, Emergency Services, and Workforce Development programs. Since 1985, KCEOC has administered Head Start programming in Clay and Harlan Counties, and now operates Early Head Start Programs in Clay, Harlan, Jackson, Knox, Laurel, and Rockcastle Counties.
       KCEOC is an equal opportunity employer. KCEOC Community Action Partnership is a private, non profit corporation that operates programs with federal, state, local and private funding. The core funding for KCEOC originates from a Community Services Block Grant (CSBG) from the Federal Office of Community Services, Department of Health and Human Services. CSBG monies are administered through the Kentucky Cabinet for Families and Children.
